The trial was used as evidence that a new anti-blood-clotting agent, <a href=\"https:\/\/www.xarelto-us.com\/\" target=\"_blank\">rivaroxaban<\/a>, was safe and effective. \u2026 The trial was a fiasco. At Dr. Craig Loucks\u2019 site in Colorado, the FDA found <a href=\"http:\/\/www.fda.gov\/downloads\/RegulatoryInformation\/FOI\/ElectronicReadingRoom\/UCM180531.pdf\" target=\"_blank\">falsified data<\/a>. At Dr. Ricardo Esquivel\u2019s site in Mexico, there was \u201csystematic <a href=\"http:\/\/www.accessdata.fda.gov\/drugsatfda_docs\/nda\/2011\/022406Orig1s000OtherActionLtrs.pdf\" target=\"_blank\">discarding of medical records<\/a>\u201d that made it impossible to tell whether the study drug was given to the patients. At half of the sites that drew FDA scrutiny\u2014eight out of 16\u2014there was <a href=\"https:\/\/www.documentcloud.org\/documents\/1215384-22-nda22-406compliancereview.html#document\/p43\/a191768\" target=\"_blank\">misconduct, fraud, fishy behavior<\/a>, or other practices so objectionable that the data had to be thrown out. The problems were so bad and so widespread that, contrary to its usual practice, the FDA declared the entire study to be \u201c<a href=\"https:\/\/www.documentcloud.org\/documents\/1215384-22-nda22-406compliancereview.html#document\/p43\/a191768\" target=\"_blank\">unreliable<\/a>.\u201d Yet if you look in the medical journals, the results from RECORD 4 sit <a href=\"http:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736%2809%2960734-0\/abstract\" target=\"_blank\">quietly in <em>The Lancet<\/em><\/a> without any hint in the literature about falsification, misconduct, or chaos behind the scenes. This means that physicians around the world are basing life-and-death medical decisions on a study that the FDA knows is simply not credible.\u00bb<\/p>\n<p>\u00abAt the end of 2011, the FDA learned that an audit of a Chinese site involved in <a href=\"http:\/\/clinicaltrials.gov\/ct2\/show\/NCT00412984\" target=\"_blank\">a key clinical trial<\/a> of a different anti-clotting agent, <a href=\"http:\/\/www.eliquis.com\/eliquis\" target=\"_blank\">apixaban<\/a>, had turned up <a href=\"https:\/\/www.documentcloud.org\/documents\/1215390-28-nda202155clinicalinspectionsummary.html#document\/p15\/a167013\" target=\"_blank\">evidence of fraud<\/a>: Personnel had apparently been fiddling with patient records. Worse yet, the fraud appeared to invalidate one key finding of the study. Just three months earlier, the researchers running the trial <a href=\"http:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMoa1107039\" target=\"_blank\">proudly announced<\/a> in the <em>New England Journal of Medicine<\/em> that there was a \u201csignificant reduction in mortality\u201d among patients who took apixaban compared with those who took the old standby, warfarin. Alas, the moment you exclude the data from the Chinese fraud site, as per standard FDA procedure, that statement <a href=\"https:\/\/www.documentcloud.org\/documents\/1215391-29-nda202155medicalreview.html#document\/p185\/a167006\" target=\"_blank\">went out the window<\/a>.
